List client statement wildcard intakes

Lists OCR-backed statement uploads and their dispositions. Duplicate, unneeded, review, and failed uploads remain outside canonical Statements while preserving source and extraction identity for review. An upload whose closing month already had a different statement waits as needs_review with monthReview: a plain reason and a suggested free month (or null when none is free). A needs_review upload with no bankAccountId or chartAccountId could not be matched to an account. File either with PATCH /bank-statements/{statementId} action change_period.
