List open bills for a withdrawal

For an unposted outgoing (negative) feed withdrawal: open vendor bills (received/partial/overdue). Bills whose vendor matches the row's payee or bank text, or whose open balance equals the withdrawal, are marked suggested (sameVendor, exactAmount) and listed first. Read-only. Amounts are integer cents.
