Mark a possible duplicate as not a duplicate

Changed on

Records that a row with a possible-duplicate pill and its partner are separate transactions. Clears both pointers and stores the pair so pairing never proposes it again. Both rows stay in the feed unchanged. Returns no_duplicate_partner when the row has no pill.
