Continue a tenant move from its recorded state (Greentally staff only)
Requires partner.ops. Runs the move's remaining steps; a finished move is answered as it is. 409 MOVE_IN_PROGRESS while another request runs the same move; 409 with a refusal code when a step's check refuses (details.moveId names the move); 502 MOVE_STEP_FAILED when a step fails again.
