Activate Inbox Mailboxes

Start polling SEVERAL mailboxes, each with its own provider.

NOT ATOMIC, and the failure shape is the thing to know: the app returns 400 if ANY mailbox fails, but the ones that succeeded REMAIN ACTIVATED. The 400 body carries successful and failed, so read them rather than assuming the call did nothing.

Reaches outside graph8 for the same reason the single-mailbox start does.
