Upload Inbox Draft Attachment

Attach a file to an existing email draft (multipart: file, draft_id).

Returns token, key, name, size, contentType. The draft must already exist and the caller must be allowed to send from its mailbox - a 403 otherwise; 413 over 25 MB. Nothing is sent: the file rides along when the draft is.

Calls the app handler's own body (__wrapped__): the app wraps it in a per-process rate limiter bound to the APP's state, and this API's own rate limit applies instead.
