Add a failure mode's example calls to Labs

Sample a few of one failure mode's example calls and add them to Labs as metric reviews for the insight's metric, with an optional feedback note and an optional corrected expected_value label (defaults to a pass). Select the failure mode with failure_mode_index. Overwrites any existing review for the same calls on this metric.
