Return fire counts per alert over a time window.

Powers the "Last 24h" status pill on the alerts list. Counts CallLogAlert rows linked to each alert in the project, scoped to the window.

Query params: project_id: required, scopes the result to alerts in this project. hours: optional, defaults to 24. Window size in hours.

Returns: { "<alert_id>": <fire_count>, ... }
