Jyotish Prashna Report Endpoint

Deterministic Prashna report renderer (Block 6).

Takes a Prashna packet (or computes one) plus optional memory context and emits a structured report with full audit trail. Every value in the output is sourced from a documented packet key — no LLM is invoked in this layer. State/region batches are flagged is_accepted_difference with a mandatory caveat citing the Block 5F-C investigation report.

The LLM may consume this report as input to a Maa Adya Kali voice prose layer (Block 6B), but must NOT invent any value the report surfaces. See app/prashna_report.py module docstring for the 9 hard rules this renderer honors.
