Api V1 Profile Adopt

T-2 consent-on-adoption: resolve the consent modal's choice.

The user is the trust anchor — this endpoint fires the merge (Adopt) or the clean abandon (Discard) that upsert_user_profile deliberately no longer does silently. Both choices are logged to user_profile_dq_events by the RPCs.
