Api V1 Donation Webhook

Alias for provider webhook integrations.

Fail-safe additive signature layer: if STRIPE_WEBHOOK_SECRET is set, the raw body is verified against the Stripe-Signature header before processing. If the secret is unset (current default — no live Stripe-direct caller yet), behaviour is unchanged and the downstream shared-token gate (BDA_DONATION_WEBHOOK_TOKEN) in api_v1_donation_payment_record still fail-closes the endpoint (503 if unset, 403 on a wrong token). A Stripe-Signature header arriving while the secret is unset is logged as a would-be Stripe-direct caller we cannot yet verify.
