Api V1 Donation State

Return the canonical donation state for the dashboard's donation_seva widget.

Inputs: state — the client's localStorage envelope (DonationPromptState).

Outputs: total_given_aud, currency, last_at, donor (bool), prompt_eligible, and bilingual CTA label.

No DB write — donation persistence migration is tracked as a separate block. The widget passes its state up, server returns a normalised + decorated view.
