Subscribe to a (role_family, country) SEO cell

Authenticated "notify me when this SEO cell fills" submission. Writes one row to user_suggested_role (deduped by normalized key, source='user') AND one row to role_search_miss (append-only telemetry) in a single db.batch. The orchestrator picks up the suggestion on its next 2h tick; the role-fulfilled notifier emails the user when the first matching job lands.
