Hide the hidden-on-site-jobs hint for good

Called by the close control on the Discover line "N on-site jobs in <city> are hidden by your work style". Stores a per-user dismissal with no expiry, so the hint never returns, and busts the cached Discover list so the next read drops it. Never touches saved preferences.
