Apply Cascade Relaxation to Saved Preferences

Called by the "Keep these matches coming" button on the relaxation banner. Reads the current match:relaxation:{userId} KV signal and persists the matching widening to the user's job_match_preference row so the cascade sticks across sessions. Deletes the KV banner signal on success so the banner does not re-render on the next list GET. Idempotent: repeat calls when the banner is gone return applied=false, reason='no-relaxation'.
