Get Persisted A-G Match Evaluation

Return the structured 7-block A-G evaluation payload persisted on job_match.evaluation_blocks plus the linked user_document.id for the assembled markdown. Used by the web Evaluation tab on first mount to render per-section cards without re-running the orchestrator. Returns blocks=null when no evaluation has been generated yet OR the stored blob fails schema validation; the FE then renders a "Generate evaluation" empty state.
