Request More Matches (discover-empty re-fill)

Called by the Discover empty-state CTA when the user burns through their whole match stack. Enqueues a targeted Indeed + LinkedIn scrape against the user's preferences and fans out a full (role × country) kickoff across every registered scraper. Respects the shared low-pool-scrape:{userId} 2h KV cooldown - repeat calls inside the window return enqueued=false with reason='cooldown'. No body; auth via session cookie.
