Search public/searchable community circles.

2026-06-02 — Discover IA fix. Previously the user could see circles they were ALREADY a member of (or had pending join requests for) in the discover list. That made the surface confusing: KOBA would appear as a "Join" target even though the user was already in it. The default now excludes: • circles where the caller is an active member • circles where the caller is owner / admin (covered by membership) • circles where the caller has a pending join request

Pass include_joined=true to get the old behaviour (admin tooling).
