Add Member

Admin adds a user to a circle.

Consent model (Phase 1):

  • Self-add via invite token → immediate active membership (handled in redeem_invite_token)
  • System auto-add (household, guardian, activity-circle) → active, flagged added_by='system'
  • Admin direct-add of a real user → creates status='invited' pending row The target must accept before they become an active member.
  • Placeholders → always active (no user to consent)

Policy gates:

  • Block check (both directions)
  • Minor target → guardian notified, guardian must approve for community circles
