Get Circle Members

Return a privacy-aware circle directory.

Private circles only expose this list to approved members/admins. Approved members can see full directory names; public/non-member contexts remain limited by the secret-circle gate above. Alumni context lives in circle_members.metadata so each circle can carry school-specific profile fields without bloating user profiles.
