Respond To Circle Invite

The invited user accepts or declines a circle invite. action: 'accept' | 'decline'

Loop 6 Finding #L6-54: previously SELECT-then-UPDATE — double-tap accept fired two admin notifications. Now: atomic conditional UPDATE..RETURNING so only the first tap wins and emits a single notification.

Loop 6 Finding #L6-55 (HIDDEN GEM, CRITICAL): previously no block check at accept time — add_member checked blocks at INVITE time but not here. Scenario: Munya invites Grace → Grace blocks Munya (or vice versa) → Grace taps Accept → Grace lands inside Munya's intimate circle despite the block. Violates the circles-as-human-circles guarantee directly. Now: re-check blocks before accepting.
