Stop up to 50 variants in one request transaction.

Composes StopVariantUseCase per found id (the stop cascade is per-variant). Per-item outcome (stopped / nothing_live / not_found), items in input order (deduped). One VARIANT_STOPPED audit row per item that actually retired something.
