Bulk Fork Variants

Fork up to 50 variants along one axis (send_window | locale).

A send_window fork re-times each parent verbatim (one fork per variant); a locale fork wraps each parent's copy in [[LOCALE=<tag>]] markers (one fork per (variant × tag)). Per-item outcome (forked / skipped_existing_localization / unsupported_source / not_found), items in input order (deduped). One VARIANT_CREATED audit row per created fork.
