Suggest Agent Voice

Pick a best-fit ElevenLabs voice for the agent's persona.

Fetches the live voice catalog under the caller's effective ElevenLabs key (TOS-199 cascade), then asks Haiku to choose one - see services/voice_suggest.suggest_voice for the prompt + parsing.

Returns the suggested voice_id. The caller decides whether to persist it (PUT /api/agents/{id} with tts_voice). Never throws on LLM failure - returns 503 with a clear reason if the suggestion path can't complete.
