Get Ai Config Candidate Params

Editable param defs for a CANDIDATE model on one operation (TOS-1281 Task 5).

The sheet's editable_params reflects each row's currently RESOLVED model; this endpoint lets the editor re-fetch the same param-def shape for a model the user is considering switching TO, before committing the PUT. Same read-visibility gate as GET .../ai-config - viewing candidate params does not require ownership; only the PUT actually assigns.
