Get Ai Config Recent Activity

The trust loop: proof that this operation's config actually did something, not just that it was saved (TOS-1281 Task 6).

Same read-visibility gate as GET .../ai-config. Deliberately NOT part of that sheet response - it queries model_runs (the newest row for this agent's identity_id + the op's mapped capability) on demand, called by the frontend on row-expand, so the sheet GET's own bounded query count is untouched. Returns an all-null row when op_key has no discoverable capability mapping (capability_for_op) or when no run has landed yet. params_summary never echoes the raw model_runs.raw_request - only the keys already declared editable for the op's currently resolved model.
