Set Ai Config Rules

Replace this identity's chat routing rules wholesale (TOS-1287 Phase 2).

Owner-only, enforced by AgentsService.set_rule_overrides. The whole ordered list is sent every time - order, enable/disable, and each rule's target model - matching how the Mind tab's "Model rules" editor stages a single dirty-state list rather than per-rule diffs.
