Bulk Delete Agent Provider Keys

Permanently delete several of an agent's provider keys in one call.

TOS-1591 A5: bulk delete is the only bulk action for keys — there is no bulk move. Irreversible, so it is admin-gated via the ADDITIVE folder rung on top of the active-agent-owner authority.
