Body: {contact (email), item: {kind, id, tenant?}, reason: unsafe|copied|illegal|personal_data|other, detail (20+ chars), name?, good_faith?: true, location?} location is the notifier's own words for where the content is (the URL or kind:id exactly as they gave it — DSA Art. 16(2)(b) "exact electronic location"), kept verbatim next to the resolved item; the /contact form sends it when it routes a listing notice here. Records the notice, alerts the admins (inbox card) and, if the listing exists, opens a dispute so it can be taken down through the normal resolution flow. Rate-limited per IP.
