List All Fleet Specs

Cross-tenant fleet enumeration (specs/multi-tenancy/v0.1 Phase 4) — the executor's full-fleet source of truth. GLOBAL admin only: a normal tenant read only ever sees its own GET /fleet/specs. Each spec is tagged with its tenant so the executor can namespace container names + resolve secrets per-tenant. Declared BEFORE /fleet/specs/{name} so all isn't read as a name.
