Library Router Token

Self-serve emitter token for the a4sx fleet-router, scoped to a PAID tenant the caller owns/admins — which is all it takes, since the router comes with a paid workspace and there is no addon to buy. Mints a FRESH ge_tok_ bound to the tenant's approved producer; only the hash persists. Use it as the API key with base_url=<router>; usage meters that tenant. The tenant supplies its OWN upstream (see /library/router-config).
