Legal Retention

The retention windows that actually run, next to the published policy (collector/retention_policy.py, quoted by the Privacy text). Unauthenticated: it is configuration the Privacy Policy already discloses, and it lets an external check compare prod with the text without SSH. matches_published is the one-bit answer.
