Qa Fulfil

Fulfil a pending checkout WITHOUT Stripe, by faithfully replaying the webhook path (billing.webhook): a one-time buy → _fulfil + mark_fulfilled; a subscription → link_subscription + _fulfil_subscription. The subscribe branch deliberately mirrors the current code (which never calls mark_fulfilled), so S2 reproduces the stuck-pending bug rather than papering over it.
