Redeem Probe Key

The router's one read of a tenant key for ONE probe. Only a router producer (AGENT_MDX_ROUTER_USAGE_PRODUCERS) on the fleet-base host; the ticket is single-use and bound to (tenant, key_secret). Audited as secret.accessed in the tenant's vault stream.
