Board Exchange

Server-to-server, called by the board's gateway: {code} → a board JWT (aud: world-sim, ws_instance, ws_use: board, 10 min). The code is the credential: single-use, 60 s, bound to one instance; the instance must still be the code issuer's and running. Unavailable (404) while per-instance tokens are off; rate-limited per client address.
