Edit Collection Metadata
#999: a METADATA-ONLY edit — change a collection's tags and/or description and nothing else. /memory/collections/publish (and /members) rebuild the manifest from a fixed field set, which drops keys they do not know (an auto-wrapped listing's wrapped_from) and adds ones the listing never had (price/author/license). This route reads the stored collection.json and rewrites only those two values; every other key, the key order and the JSON layout stay as stored.
The result is a new PATCH version, staged exactly like a publish (staging channel, immutable). It goes live only through POST /memory/collections/{cid}/promote with signoff_by, which keeps the member-review gate (members_not_published), the storefront scrub and the dedup gate, and records the release (level patch: free for existing buyers). Auth: the publish route's. Body: {tags?: [str], description?: str, base_version?: str}. The base is always the live version (or, when nothing is live, the staged draft: any member changes in it ride along); base_version, if sent, must name it (409 base_not_current). A newer staged draft on top of the live version is refused (409 newer_draft_staged), never jumped past or displaced; a staged draft OLDER than the live version is refused too (409 older_draft_staged; discard it first). A key the stored manifest lacks is added.
