Collection Bundle

Everything a consumer needs to import a collection in ONE call: the manifest plus every member memory resolved to a concrete version with its file bytes (base64). This is what the memory import CLI fetches — one request instead of N. Defaults to the published (latest) collection; ?version=staging gives an author a preview of the draft. ?tenant= names the owning tenant for a collection published by another tenant (auto-resolved from discovery when omitted). Registered BEFORE the {version} route so the literal /bundle segment isn't captured as a version.
