Payout Royalties

Record owed balances as settled out-of-band (v1: no Stripe Connect — no money moves here). Emits an idempotent marketplace.royalty.payout marker per (author,currency); the ledger folds it into paid, zeroing owed. Body: {dry_run?}. Returns the report, each row with status recorded_out_of_band (or dry_run).

MKT-033: refused with 409 lineage_payouts_disabled while lineage payouts are off (billing._LINEAGE_PAYOUTS_ENABLED, off since 2026-09-08) — the historical accruals stay ledger history and are not paid.
