Get Router Status

Read-only router posture for a tenant admin: addon, producer, minted-token count, whether a table is stored, the stated prerequisites and (when cheap) this month's usage ledger. Answers 200 even when the tenant does not hold the router (addon.held: false) so the UI can say why — which, since the router is included with a paid workspace, means "this workspace is not paid yet" rather than "buy the addon".
