Put Router Routes

Publish a table: validate (400 invalid_table with the same error shape), check if_version (409 version_conflict), then write the grants the router producer lacks and the secret. dry_run: true stops before writing. preserve_inline_keys: true keeps the stored inline credential wherever the table carries the "***" placeholder.
