Create Purchase Request

Start a purchase for the human to confirm (#780). Body {id, tenant, version?}: the listing (collection id and its seller workspace, from search results) and optionally the version the agent expects (default latest; any other must be the version on sale now). Needs a scoped library token with library:acquire. Returns 201 with purchase_request_id, a short user_code and the verify_url the human opens; poll GET /library/purchase-requests/{id}. Nothing is charged here, and the agent never receives a payment session.
