Mark Served

Operator: the adapter is loaded and routable under router model key model — the tenant's panel may now offer it as an understudy / promotion target.

fleet-router #62: the fleet table's models.<model> is written with owner = the adapter's training-data tenant (collector/flywheel_adapter_owner.py) BEFORE the run is marked served. entry (optional) is the router target to add; without it the entry must already be in the fleet table. No derivable single owner → 409, nothing written, the run stays trained. Any owner / tenant the caller sends is never used.
