Default: the tenant's COPY (portability — also open in the cancellation grace, WP-20), unchanged and marked X-A4SX-Training-Gate: not-applied. ?purpose=training: the harness P1 training gate is applied (collector/harness_policy.py, filter_corpus_tgz) — this is the only export a training run may consume (runbook step 2). The knowledge export has no classifiable records, so it refuses purpose=training (fail closed).
