List Tokens

One row per token, folding the three token stores + the per-producer emit footprint + the topic-sensitivity registry, with DERIVED roles/grants and a SHADOW shadow_would_deny (computes-but-never-enforces).

Admin-only — token metadata is sensitive. See specs/authz/v0.1.md "Tokens projection".
