Hydrate Bundle

Everything needed to seed a fresh session in ONE call: each accessible member resolved to the newest version the caller may have (latest, or for a paid/private item the newest in a major line they hold) with file bytes (base64). Access is re-checked per member at hydrate time; a member the caller can no longer access returns a stub.
