Billing Config

Public billing facts: whether Stripe is wired, whether charges carry VAT (so the UI can word prices honestly), the merchant-of-record identity, ToS-consent mode, and the seller terms. lite (#701) is present only while the Lite tier is offered (AGENT_MDX_LITE_TIER on and a Price configured) — with the flag off this response is exactly what it was.
