Start Link

Start linking provider to the signed-in account. Needs a sign-in within the last 10 minutes, on the callback host (409 wrong_host elsewhere, with the URL to go to). Returns {url} — the SPA navigates the browser there (a top-level navigation, so the provider redirect is not a form action), and the cookie set here proves it is the same browser, at the hand-off and again at the callback.
