Record Removed User Admin

Record the erasure of an account whose record was already removed OUTSIDE the erasure path (spec §3.2): tombstone + cleanup of what still links the uid + account.deleted + the ledger line. dry_run defaults to TRUE — a real run needs dry_run: false, confirm equal to the uid, and a reason. handle / trial_email (optional, from a backup) only feed the keyed hashes and are never stored or echoed.
