Backfill Test Accounts

Mark existing QA/test accounts with the durable is_test flag (analytics A0.1).

Dry run by default: returns COUNTS ONLY (no ids, emails or handles) plus the rule text. To write, send {"apply": true, "confirm": "mark-test-accounts"}. Idempotent — already-flagged accounts are skipped, so a re-run flags 0. The rule is synthetic_accounts.BACKFILL_RULE.
