Syndication Go

Give the go for some channels of the LIVE revision sha (flag AGENT_MDX_BLOG_SYNDICATION_GO): {sha, channels: [...], request_id}. Records one blog.post.syndication_go per channel; the deploy-triggered syndication run then posts that channel ONCE, exactly as for an imported post. A channel the ledger shows as posted, or that already has a go for this sha, is a no-op (already_posted / already_go): nothing is ever re-posted. Bound to the live sha: a go for an older revision is refused (409 stale_sha).
